Halliburton Signs Venezuela Energy Agreements as Foreign Investment Interest Returns

Halliburton has signed agreements with Brazilian energy company Eneva and WESCA to pursue oil and gas development opportunities in Venezuela, adding to signs that international companies are again examining investment in the country’s energy sector.

The agreements are memorandums of understanding, meaning they establish frameworks for cooperation but do not guarantee that specific projects or investments will proceed.

Under its agreement with Eneva, Halliburton said the companies will identify and pursue development opportunities in Venezuela, extending an existing working relationship between the two companies in Brazil.

The WESCA agreement covers field evaluation and development planning. Halliburton said the companies already work together on reservoir analysis, digital technologies and subsurface interpretation.

Halliburton has operated in Venezuela for nearly nine decades and maintains local bases and operating capabilities, giving the company infrastructure that could support a broader recovery in activity if projects advance.

Venezuela holds some of the world’s largest proven crude reserves, but years of underinvestment, infrastructure deterioration and political and sanctions-related restrictions have constrained production.

Renewed participation by international service companies could become important if Venezuela succeeds in attracting enough capital to rehabilitate fields and infrastructure.

For markets, however, the agreements should not yet be treated as evidence of a major increase in Venezuelan production.

The immediate significance is that companies are positioning themselves for potential development opportunities. Actual production gains will depend on financing, project approvals, operating conditions and the conversion of preliminary agreements into executable investments.
