OPEC+ Holds November Oil Supply Steady as Iran War Keeps Global Crude Market Tight

OPEC+ has agreed to keep oil-production targets unchanged for November, extending its output pause as disruptions from the Iran war continue to constrain actual supply across the Middle East.

Seven producers participating in the voluntary-adjustment framework — Saudi Arabia, Russia, Iraq, Kuwait, Kazakhstan, Algeria and Oman — decided Sunday to maintain the production levels established for September. OPEC confirmed the decision following the group’s October 4 virtual meeting.

The headline quotas, however, overstate the amount of crude actually reaching the market.

The seven core producers pumped about 25 million barrels per day in August. That was 630,000 barrels per day more than in July but approximately 5 million barrels per day below their combined prewar production in February. Gulf exports have also fluctuated between roughly 60% and 80% of normal levels in recent months.

That gap helps explain why another nominal production increase would have limited immediate impact. OPEC+ spent much of 2026 raising production targets after years of cuts, but the Iran conflict prevented producers from translating much of that additional quota into physical barrels.

Brent crude remains above $100 a barrel, compared with roughly $73 before the Iran war began in late February. The combination of constrained production, disrupted shipping and elevated geopolitical risk continues to keep physical oil markets tight.

OPEC+ is simultaneously confronting a longer-term issue. The conflict has delayed its review of member production capacity, a process needed to establish future production baselines and determine how quotas will be distributed in 2027.

The group still has roughly 2 million barrels per day of additional production cuts in place across most members.

For energy markets, the central question is therefore no longer simply how many barrels OPEC+ quotas permit. What matters is how much crude producers can physically deliver while war and transportation constraints continue affecting Gulf supply.

The seven producers are scheduled to meet again on November 1.
