Canada’s United States Surtax Order is now in force. CBSA Customs Notice 26-23 applies 15%, 25%, or 50% surtaxes on scheduled U.S.-origin goods effective Sep. 8, covering CA$27.6 billion of imports. That Canadian-dollar figure is not the same as the roughly US$20 billion U.S. Section 338 package on Canadian goods.
The White House on Sep. 8 signed three exclusion proclamations barring importation of certain Canadian alcoholic beverages, dairy-related products, and motor vehicles listed in each annex. Bans take effect 12:01 a.m. ET Sep. 29; they are annex-limited, not blanket embargoes. Separate Section 338 scope modifications take effect Sep. 15. A reported GSA directive adds a procurement channel on Multiple Award Schedules.
Prime Minister Carney said a pivot will come at a cost as talks stall. No dollar-for-dollar mirror tariff package has been confirmed beyond the measures above.
