The IAEA Board of Governors in Vienna on Wednesday passed a resolution asking Director General Rafael Grossi to report Iran to the UN Security Council for non-compliance with NPT and safeguards obligations, BBC, AP via the Los Angeles Times, and AFP via France24 said. It is the first such referral in about 20 years. The vote locked at 23 in favor, 3 against (China, Russia, and Niger), and 8 abstentions. The United Kingdom, France, Germany, and the United States tabled the text.
Board drivers cited include blocked inspector access after strikes on nuclear sites and gaps on highly enriched uranium accounting. BBC cited senior U.S. officials putting about 440 kg of 60% enriched uranium at the start of the latest war; that figure is attributed and does not mean Iran has a nuclear weapon. Reporting opens a path to possible sanctions, but new Security Council measures are widely seen as unlikely given China and Russia vetoes. Diplomacy remains unfinalized.
