The European Union has imposed provisional safeguards on imports of grain-oriented electrical steel and related products as Brussels seeks to protect a strategically important part of the region’s power-grid supply chain.

The European Commission said the temporary measures will apply tariff-rate quotas combined with price floors for grain-oriented electrical steel, known as GOES. The safeguards also cover laminations and transformer cores made from the specialty steel, including some cores already installed in transformers.

GOES is used in power transformers that move electricity across transmission networks, making the material important for grid expansion and energy infrastructure.

The Commission said an investigation opened in March found that rising import pressure, global overcapacity and the closure of traditional export outlets created an urgent threat to European producers. The safeguards are meant to provide temporary protection while that investigation continues.

The measure has implications beyond steelmakers. Europe is investing heavily in electricity networks as renewable generation, electrification and data-center demand increase the need for transformers and other grid equipment.

The measures remain provisional. If the Commission eventually proposes definitive safeguards, they would need approval by a qualified majority of EU member states representing at least 65% of the bloc’s population.

Markets will be watching whether the temporary protections become permanent and how they affect European transformer costs, imports and domestic production capacity.
